How Australian council names are built
Australian councils carry their status in the name, and the word sits in a different place from state to state. In New South Wales it mostly follows the place: Balranald Shire Council, Ballina Shire Council, Bathurst Regional Council. Western Australia puts it in front, Shire of Broome, Town of Cottesloe, City of Perth, and Victoria mixes both, with Alpine Shire beside Shire of Melton. South Australia keeps the older District Council of Cleve or District Council of Robe; Victoria also has rural cities and one borough, Queenscliffe.
The second column gives the seat, the town where the council sits. Often it matches the name, but not always: Byron Shire Council meets in Mullumbimby, the City of Blue Mountains in Katoomba, Kangaroo Island Council in Kingscote. In the Northern Territory list the seat is the community or the nearest town, so several councils share Alice Springs or Katherine.
Some names come from Aboriginal languages and keep their spelling: Ku-ring-gai, Wingecarribee, Ngaanyatjarraku, Anangu Pitjantjatjara Yankunytjatjara. ISO 3166-2 codes only the first level, the six states and two mainland territories; councils have no ISO code.

What has changed since this list
The council list shows local government as it stood before three large reforms. Queensland merged its shires and cities on 15 March 2008; Lockyer Valley Region and Moreton Bay Regional Council both date from that day. On 1 July 2008 the Northern Territory replaced its community government councils and associations with five municipalities and eleven shires, which brought most of its formerly unincorporated land under a council. New South Wales merged councils in May and September 2016, for example Canterbury and Bankstown into the City of Canterbury-Bankstown, and counted 128 local government areas in September 2024 against 152 in this list.
Elsewhere the changes are small. Tasmania still has 29 councils, the same as here. Victoria has 79, as in the list; Moreland has since been renamed the City of Merri-bek. Western Australia counts 137 local governments against 142 in the table. At the first level ISO changed five codes in 2004 to follow Australian Standard AS 4212-1994: AU-NS became AU-NSW, AU-QL became AU-QLD, AU-TS became AU-TAS, AU-VI became AU-VIC and AU-CT became AU-ACT.

How many states and territories does Australia have?
Six states, three mainland territories (the Australian Capital Territory, the Jervis Bay Territory and the Northern Territory) and six external territories. The Australian Antarctic Territory is coded with Antarctica, AQ, and does not appear here.
What are the ISO 3166-2 codes of the Australian states?
AU-NSW, AU-QLD, AU-SA, AU-TAS, AU-VIC and AU-WA for the states, AU-ACT and AU-NT for the two self-governing territories. Until 2004 five of them were AU-NS, AU-QL, AU-TS, AU-VI and AU-CT.
