UK subdivisions in English, Cornish, Irish, Scots, Gaelic and Welsh

The United Kingdom is divided into England, Scotland, Wales and Northern Ireland and, below them, into 217 council areas with ISO 3166-2:GB codes. This page lists every one of them with its seat, the Scottish councils in Gaelic and Scots, the Welsh ones in Welsh, and Northern Ireland’s districts with the 26 former councils in Irish.

Aest Lowden Cooncil Scots for council, as in East Lothian Council
01 · Reading guide

Four parts, five languages

The list has four parts, and each speaks its own administrative language. England is coded at the level of its councils, from Cambridgeshire to Westminster, and has no Celtic language in the list except Cornish, which names Cornwall Kernow and its capital Truro Truru. Scotland and Wales have one tier of councils each, which ISO codes directly. Northern Ireland has had 11 districts since 2015.

In Scotland three languages meet. The English name of a council is a place and the word Council; Scottish Gaelic puts Comhairle in front and the place in the genitive, so Fife Council becomes Comhairle Fìobha and Glasgow City Council Comhairle Cathair Ghlaschu. Scots keeps the English order and respells: Aest Lowden Cooncil for East Lothian, Midlowden Cooncil for Midlothian, The Hieland Cooncil for Highland. One council uses its Gaelic name officially, Comhairle nan Eilean Siar, and ISO lists it as Eilean Siar.

Welsh names can look unrelated to the English ones. Sir, county, comes first in Sir Gaerfyrddin or Sir Benfro, the seats Caerfyrddin and Hwlffordd have nothing in common with Carmarthen and Haverfordwest on the surface, and Mold is Yr Wyddgrug.

England: counties, unitary authorities, metropolitan districts and London boroughs

ISO 3166-2:GB codes England’s councils at one level: 25 two-tier counties, 58 unitary authorities, 36 metropolitan districts, 32 London boroughs and the City of London. They are grouped here by the nine regions of England; metropolitan districts name the metropolitan county they lie in, and Cornwall and the Isles of Scilly carry their Cornish names.

Northern Ireland: the 11 districts and the 26 former councils in English and Irish

On 1 April 2015 the 26 district councils of Northern Ireland were merged into 11 districts. Each new district heads a group here; under it are the councils it replaced, with their Irish names, seats and the ISO codes withdrawn in 2015. The Irish names are given in the standard spelling, with the older dotted Gaelic type below where it differs.

District codes and the deletion of the council codes on 27 November 2015: ISO 3166-2:GB change history on Wikipedia. Which councils merged: Wikipedia articles on Causeway Coast and Glens, Mid Ulster and Mid and East Antrim councils, all checked 28 October 2026. Boundaries were adjusted in places, so a former council does not always lie entirely in one district.

07 · Changes

What has changed in the councils

Several English councils have been reorganised, and ISO has followed in steps. It recorded the split of Bedfordshire and Cheshire into four unitary authorities in 2010, the merger of Bournemouth, Christchurch and Poole in 2020, and the replacement of Northamptonshire by North and West Northamptonshire in 2022, when Buckinghamshire also became a unitary authority. The changes of 1 April 2023 are still missing from the standard: Cumbria was replaced by Cumberland and Westmorland and Furness, and North Yorkshire and Somerset became unitary.

In Northern Ireland ISO followed quickly. On 27 November 2015 it deleted 25 council codes, kept GB-BFS for Belfast and added ten new district codes, from GB-ANN for Antrim and Newtownabbey to GB-NMD for Newry, Mourne and Down. Scotland’s 32 council areas and Wales’s 22 principal areas have kept their codes.
